Needle & Broken Needle Control Procedure:
Needle register should be maintained in the store before issuing any needle to the floor.
Needle register should be maintained in the floor’s supply section, which will record receive, disburse and stock in hand records.
Needle should be checked daily by the quality personnel in the morning and if necessary quality personnel should inform respected supervisors to change needle.
Trimming machine needle guard and eye guard should be used properly where applicable.
When there is a case of broken needle, the worker, who is involved, should carry all the pieces in the designated box situated in the line to the supply section for submission.
There should be a broken pieces in each floor’s supply section.
There is a comprehensive policy for needle issue that needle should be disbursed only against receiving old or broken needle and no extra needle should be issued.
Broken or old trimming machine needle quantity should be same as disbursed new needle quantity.
If a broken needle quantity is not found in a station, then all shirts or cut piece form that station and also from stations in front and back in that line is freeze until all pieces of the needle is found. If needle is not found manually, then the related fabric should be checked by metal detector.
If even after checking by metal detector broken needle pieces not found, then the bundle of that process is taken away and destroyed.
In the specified areas, where we process metal free orders, no metal accessories of trims related to shirts are allowed.
Finished shirts of all metal free orders should be checked by conveyor metal detector before loading in carton.
Metal free checked shirts and open carton (loading in process) must be kept in a secured place.
All broken and old needles should be disposed from stock every one year.
Requirements for trimming machinebroken needle control:
When a needle breaks the worker must call the nominated person/supervisor in charge for the process and MUST find ALL fragments of the broken needle and hand them to the nominated person/supervisor.
The needle or needle pieces should be placed in a small sealed container, in order to reduce risk of loss and taken to the needle control area where the new needles are being issued.
Ideally this should be a small self contained mini-office on the production floor one full time employee situated inside, who only has access.
The nominated person for keeping the needle log must check that all pieces have been submitted, by aligning the pieces and comparing them to an intact needle of the same ref. or a sample chart with the following columns

All pieces of the broken/bent needle MUST then be taped to the needle replacement form by sticky tape ensuring that all parts are securely kept in place.
This record must be kept for a minimum of 3 years as proof of due dilignce in case of any legal claims.
If any parts of the broken needle cannot be found, the machine operator must, with the supervisor present search the area around the machine, including looking in the oil bed inside the machine throat plate, feed dogs and bobbin case.
The bundles that the worker was working on as well as any bundles in surrounding areas of the workstation (within 2 metres) must be isolated, moved to a separate location in a container/carton (e.g. in a bin that is painted red to clearly identify it), clearly labelled and checked with a metal detector (preferably a conveyor belt one).
Any found fragments must be added to the needle replacement form.
If any parts of the broken needle still cannot be found, then these bundles MUST be placed in a locked container and later on destroyed after authorisation has been obtained by the production or factory manager.
Records of the complete procedure must be kept for a minimum of 6 years after production to be available for auditing purposes.
Under NO circumstances must the product be returned to stock.
If all parts have been found the components/garments can be returned to the workstation.
Only once the needle replacement form has been fully completed the machinist may be issued with a new needle.
The above also applies to embroidery trimming machine and other hand and machine operations. It is the supplier’s responsibility to enforce their subcontractors to adhere to the broken needle procedures.
Besides the basic broken trimming machine needle procedure the following is the additional step to be taken:
If the broken piece cannot be found on the full width embroidery fabric, a special sticker indicating “Broken needle – Special handling” has to be attached at the end of each roll.

Sharp Tools Policy of Commercial Embroidery Machine Factory:
Examples of sharp tools are: Scissors, Clippers, Kimbal/Tag guns, Knives, Drillhole spikes, Notch punchers, Tweezers, Cutting pins (if used on stripes, plaids and checks).
The use of pins, staples, sharp tools and other metal products should be restricted throughout the commercial embroidery machine factory.
All sharp tools must be accounted for and issued to the workforce by a nominated person (e.g. supervisor of each section) with a cross reference to stock levels of that particular tool to ensure full traceability at all times.
A ‘One in, one out’ distribution system must be established to minimise the loss of tools, potential injury to employee’s and the risk of tools being boxed in cartons and shipped and or lost in product presentation boxes and or pockets or lining of product.
All sharp tools must be handed out to the workers by a nominated person at the beginning of each shift and must be collected at the end of each shift. Counted and signed for by the nominated person/supervisor in charge.
Kimbal/Tag guns should be individually numbered and/or named per worker.
This distribution system must be recorded (s. attached daily in/out log), detailing workers names, their signature and numbers of tool issued/returned and records must be kept for a minimum of 3 years from shipment date in case of a legal claim.
All tools of commercial embroidery machine factory must be securely attached to the workstation (machines, tables, benches and inspection areas) by cord as possible to tool type, but holes can be drilled through wooden handles and location and condition must be verified daily.
Scissors and clippers can be left permanently at work stations and sewing machines, providing they are secured and cannot be removed by the operator.
Scissors and clippers must NOT be worn around the neck or wrist as this is a safety hazard for the employee’s in case they trip and injure themselves.
There must be a documented control system for the issuing and collecting of scissors and clippers.
The employees must not remove their tools at break, lunch or dinner times in order to avoid them becoming lost or leaving the factory premises.
The floor supervisor must check at least twice a day that they have not been removed without permission and keep a record of how many pairs have been issued, as per the count in/out log process.
Any blades or other sharp cutting tools are NOT to be used within the factory floor. Snap blades are not permitted as they can break easily, cause injury and get lost in product, packaging and or cartons. They may also cause damage to product, injure employee’s working in our customer’s warehouses, stores or a customer.
It is the supervisor’s responsibility to remove any such items from the workers immediately if found.
Metal must not be used as sewing guides and or templates for pressing around to manage a shape, e.g. pockets. If guides are required thick card and or plastic should be used. Cut thin metal can cause injury, split and break off into a small piece and become lost in product, packaging and or cartons, which may damage a product: or injure employees at our customer’s warehouse, stores or a customer.
Any small metal waste including cutting blades must be controlled by using specific sharps boxes for storage and disposal. The self locking and sealable containers are made of plastic, so that the sharps waste cannot easily penetrate through the sides. The unit is designed so that the whole container can be disposed of with other biohazardous waste. Single use sharps contain of various sizes are sold throughout the world. These are coloured red and labelled for biohazardous sharps waste.
The use of pins is not acceptable in any products of Buyers and should be avoided throughout the factory (incl. sample room, cutting, sewing, inspection, packaging or any other areas where garments/components are being handled).
Avoid using pins for laymarker attaching, to cover collar points of light colour collars with fabric cuttings or marking faults etc. Please find alternative material options, e.g. using weights for the laymarker attach, plastic clips when covering collar points, marking faults with stickers or tie the affected area into a knot etc.
Where pins are used in packaging for other customers this must be done in a separate area quarantined from any other production and the issue of pins must be controlled.
Pins/staples must not be used to assemble cartons.
Suppliers who manufacture of commercial embroidery machine ties are permitted to use pins during make-up. However they must follow the broken needle control, control of hand sewing needles and metal detection policy.
The use of staples should be avoided in the factory environment. This includes on incoming goods, cutting room, sample room, packing or on any paperwork used on the factory floor.
Threading wires should be kept by the mechanic and if they are needed by the worker again they should be kept in a controlled environment and counted in and out at the beginning and end of a working day by a nominated person.
Machinists must not be allowed to keep screw drivers or any other tool for altering machine settings in their machine draws, these must be kept at all times by the mechanic and or supervisor in charge authorised to amend machine settings.
Tools collected at the end of the day and spare parts should always be kept away from the factory floor in a safe and secure environment, i.e. locked away in designated cupboards which only the nominated person/supervisor has access to. The record log of tool issue should be kept in the designated cupboard.
It is the supplier’s responsibility to ensure this policy is applied to embroidery, appliqué, printing etc. operations whether in house or at another site.

Embroidery Backing:
Embroidery or appliqués may have harsh back due to gathered ends that may scratch the newborn/infants skin. To avoid this it is a requirement that embroideries/appliqués should have a fused backing that is applied under appropriate conditions.
Type of Fusing
It is suggested that a lightweight knitted interfacing is used. Examples include PD9333 & PD 9233-09 (Freudenberg).
Please note that low formaldehyde interfacing developed specifically for newborn and infants should be used for these products
Method of Application
Continuous Fusing Press capable of temperature, time and pressure adjustment.
Interlining and base fabric to be cut in the same direction warp and weft
Compatibility of the fusing applied to the base fabric is to be tested prior to bulk production.
Conditions
Interfacings to be applied under optimal conditions to achieve maximum adherence. The following is recommended for 100% cotton base fabric.
TEMP: 130 Deg Celsius
TIME: 12 Seconds
PRESSURE: 3 Kg/cm2
FUSE – LINE TEMPERATURE: 127Deg Celsius
NOTE: The above conditions may vary with the differences in the fibre content of the base fabrics used. The Temperature, time and pressure settings will need to be adjusted accordingly.
Bond Strength
Testing is required to confirm the optimal applied pressure and temperature and the period of time required for their applications to achieve maximum adherence of interfacing.
The fusing should be evenly adhered across the entire piece of fusing, with contact across the base fabric at all points including the centre and edges.
After cooling – 25N Before Wash – 21N After Wash (3 washes- to care instruction)
Testing Method
Supplier to undertake wash testing as indicated by care instructions for each type of base fabric to ensure that desired result is required and that the test replicates intended customer usage.
Dimensional change of fused fabrics is to be tested after three wash /dry cycles according to the care instruction. Standard to be not greater than +/ – 1.5% warp & weft.
Suppliers are to keep testing records for review during quality audits.
Wash test samples must also be available for observation.
Final Inspection Method
The fusing should move with the expected performance of the base fabric it is applied to.
The physical inspection method should simulate as close as possible customer usage. The fused fabric is to be held between both hands and extended warp and weft by gentle pulling between both hands, keeping your arms at your side.
This pulling motion is to be performed twice on the weft and twice on the warp of the base fabric.
The fused base fabric is to be stretched as far as it reasonably can be with the stretch of the fabric, without applying excessive force.
During this motion it is critical to observe that the fusing does not lift at the edges and that it is securely adhered across the entire piece of fusing. It is critical to ensure all areas of the fusing are in contact with the base fabric. This includes any area in the centre of the fusing which is covering the bulkier areas of the embroidery.

Policy on blades and other sharp instruments
Blades, knives, scissors and other tools for cutting can cause complaints and are a serious safety risk. It is essential that garments manufacturer correctly manage their use to reduce the risk of them ending up in customers’ garments or accessories. Garments manufacturer should have a Sharp Tool Policy in writing that is well communicated to garments manufacturer workers and staff and that somebody has been assigned responsibility to.There are several ways of doing this:
Ensure that all raw material suppliers have adopted the same policy and that raw materials are free from unwanted and potentially dangerous extraneous metal objects.
Supplies entering the factory premises should not be fastened with metal pins, staples or clips.
Neither operatives nor supervisors should have access to pins, staples or clips.
Any industrial needles, domestic needles or pins used in areas such as design, packing etc. must not be allowed near the production area.
Any sharp instrument used during production should be numbered and recorded at a central point. Those items should then be held securely until they are issued to workers each day by a responsible person.
Garments manufacturer should secure these instruments to workstations to prevent them getting lost. They must not be detached at any time unless they need changing or are being signed back in.
Whichever method garments manufacturer use, garments manufacturer must apply the following controls.
At the end of each shift, tools used for cutting must be signed back in (or inspected if secured to workstations) and checked for signs of damage. Any missing parts of blades must be accounted for.
Knives used should have a fixed blade. Garments manufacturer must not use blades that can be snapped off when worn down.
New blades should only be issued when old ones are returned.
No other uncontrolled tools are allowed in the factory.
A responsible person must carry out random checks to make sure these guidelines are followed. The results of these checks, including details of any action that needs to be taken, should be recorded and available for inspection.
If any blade or sharp instrument becomes lost, all stock produced since the last inspection must be quarantined immediately. Garments manufacturer must then take all necessary steps to make sure the missing item is recovered and the stock is free from any safety risk.
Detecting broken sewing needles
Embroidery manufacturer must have a formal needle replacement policy and system in garments manufacturer factory (see David Howard manual for guideline). Buyer expect garments manufacturer to take all possible precautions to make sure that no full or broken needles remain in the garments, as this would be unacceptable.
Garments manufacturer needle replacement policy must be written down and kept up to date, ready for inspection if necessary.
Garments manufacturer must keep a record sheet (e.g. daily, weekly). Each time a needle breaks, garments manufacturer must attach the needle pieces to the report with clear sticky tape and fill in each section of the report. The record sheet must be available for us or our representatives to inspect at any time. Garments manufacturer must keep filled-in record sheets for at least 6 years.
The appointed person must hold all replacement needles for the factory in a secure location and must make sure that no extra needles are kept at machines. No other metal instruments (such as pins, staples, or clips that may get lost) must be allowed in the production areas.
Operatives must immediately tell the supervisor when a needle is broken. The supervisor will then be responsible for making sure that all necessary steps are taken to prevent contamination. Replacement needles must only be issued by the appointed person on a one new needle for one complete old needle basis. It is unacceptable for extra needles to be kept by the operatives.
Mechanics must be fully aware of the needle replacement policy and should ensure that no spare needles are left in the sewing room or on idle machines.
When a needle breaks, if all the pieces are not found quickly, the contaminated garment plus those in the surrounding area must be moved to a clear area for a more thorough search.
Searches for broken needles should be supervised by first line managers. A metal detector can be used at this stage to help find the pieces of broken needles.
If garments manufacturer cannot find all the pieces of a needle, garments manufacturer must destroy the relevant garment and any that have been close by.
Tagging gun needles & hand sewing needles must also be included in this policy.
If all or part of a needle is found, we class this as a critical fault and we will have to reject the order or goods may be recalled from our customers’ stores.
