  • Below steps shall be taken for all children’s products and need to aware about Needle & Sharp Tool Policy
  • Fresh needles should be issued through inventory log only, after receiving the broken / blunt needles.. Needle Stick Injury Policy replacement / Control Procedure.
  • Clippers or scissors must be securely attached to the work station or machine.
  • Minimum neck stretch must check as per measurement spec for all children wear. Also mentioned that no minus tendency acceptable.
  • Broken / blunt needles should be logged immediately after replacing. Thread ends and float thread not acceptable for any children wear, moreover especially uncut thread not acceptable more than .5 cm.
  • General housekeeping must be of an acceptable standard to avoid stray metal components.
  • Goods coming into the factory must be contaminant free, and the pass responsibility for this up the supply chain to component and raw material suppliers and sub-contractors, such as printing and embroiderers.
  • All relevant components must pass through pull test at 90N/10 second for ensuring the attachment strength.
  • Trace the complete needle fragments onec it is broken and record. Products should be passed through the metal detector as finished goods after ticketing, but prior to being hung or boxed. By positioning the metal detector at this point, the manufacturer can ensure every piece of completed product has been detected and that no further metal contamination can enter the product.
  • That means all children products should be metal free and packing into carton should be at metal free zone.

Needle Control During the factory visit it was noted that the facility has a 2 story Ansar building for security purpose. This building is separate from other building. This building is used as a dormitory for Ansar member. It has a Kitchen room, but there was no fire equipment such as- Fire Extinguisher, smoke detection system, Fire hose box etc.

  • Broken needle policy does not include the sample room
  • Area for needle exchange in case of broken needle too far away from production floor
  • Scissors, cutters and other sharp tools not attached to workstations but to worker’s arms
  • Redundant machines do not have the needles removed from them
  • No metal detection procedure implemented including 9 point calibration and logs of all products checked
  • Metal detector to be positioned in proper airport system leading into a metal free fenced in area that is restricted to certain personnel only and clearly marked
  • 9 point calibration check not in place and missing relevant recording of calibration, metal detection checks, failures and garment destruction
  • Goods that are metal detected are not stored in a separate area until next successful calibration before proceeding
  • Any contaminated products (based on metal detection check) are not kept in a segregated area away from production and no procedure in place for their safe disposal

Product Safety & Satisfaction:

  • Product did not pass through metal detector.
  • Metal free zone in/out register not maintained.
  • Pictures of those working in the metal free zone should be displayed at the entrances.
  • Button pull testing procedure in place but only for childrenswear. Sampling and test frequency is not to George standard.
  • Gauge of button pull tester is in kg i/o Newton.
  • No holding time mentioned in record.
  • Designated person not aware of comparison of Newton, Kg and holding time.
  • All sharp tools to be attached also in the sample room.
  • Register needs to be maintained for all sharp tools.
  • Broken needle policy with time frame for needle change and also to be maintained in the sample room.
  • Broken needle policy not kept properly. Broken needle found in draw of needle person.
  • Scissors should not be kept on the iron tables.
  • Safety manual should be available from every customer.

Other Compliance Issue

  • Lunch west keeping area sign was not posted.
  • No smoking sign was not posted.

  • Canteen Facility have but canteen sign was not posted and food item list & price list was not posted.
  • Floor Evacuation Plan was not posted on Exit.
  • Aisles Marking & Arrow marking was missing.
  • Rubber mat missing In front of all LT Panel, SDB & MDB.
  • Fire Alarm Switch & alarm sign not posted.
  • Fire extinguisher user instruction was not posted every area.
  • Fire hose boxes/Cabinet user instruction was not posted.
  • Fire hose box responsible person list was not posted.
  • Emergency light sign was not posted.
  • Exit light was not found.
  • During the factory visit it was noted that –
  • No Smoking sign was not posted.
  • PPE Use sign was not posted.
  • Artificial Respiration instruction was not posted.
  • Some Diesel Drum are keeping open space infront of generator room.
  • There was no permission or certificate found for storage of flammable and combustible liquid.
  • During the Factory visit it was noted that-
  • Chemical handling procedure was not maintained Properly.
  • All Chemical Stored on floor instead of secondary Containment.

Conclusion

Sharp Tool Policy is mandatory for any factory. There was no Separation between Hazardous and Non Hazardous. There was no proper leveling on chemical Jar or drum. There was no posted MSDS (Material Safety Data Sheet).

METAL CONTAMINATION

  1. The in charge or nomination person should hold all the spares in a secured location, and only he shall be permitted to allocate to the operators.
  2. Mechanics must ensure that no needles are left on the machines after servicing
  3. The operator must not hold any spare needles.
  4. The issues of needles against broken needle should be one for one basis.
  5. Old and worn needles should be disposed off securely in a sealed container.
  6. If a needle breaks, all parts must be found or case defined (in case part of the fragments cannot be found) before the work is allowed to continue. The in charge must ensure that proper searches have been carried out if all the parts of the needle have not been located.

Seam Puckering Construction Rules:

  • Must be use correct needle for the material/ product, e.g. rounded top of needle on knits
  • Must not use needles with blunt point, this to avoid fabric damage
  • Must stitch density should generally be 4 – 5 stitches/ cm, 10 – 12.5 stitches/ inch but must
  • be suitable for the specific product and thread
  • Must all exposed seams must be over-locked or covered with binding/ tape, if no other instructions have been given
  • Must have elasticity on seams matching to the product’s quality
  • Must use suitable thread tension/ elasticity matching to the material/ product
  • Must have an even and equal length on stitches
  • Seam puckering must use 4 thread over lock
  • Must have an even seam allowance, minimum 7 mm wide, after over locking. Width on seam
  • Seam puckering must allowance must be suitable for the actual material, e.g. some heavy knits need wider
  • Must seam allowance to keep stable

Feed of the arm machine is actually a chain stitch machine for chain stitch designs working with sew and stitch. It contains looper instead of bobbin. By this machine, multi thread chainstitch can be produced on garments. By this machine, stitch can be produced on heavy fabrics, like denim or jeans; it has opportunity of stitching by folding the fabrics. Different sizes of needle and thread dresses should be used in this machine depending on the thickness of fabric, for light thickness fabrics needle size should be lower and for heavy thickness fabric, higher needle size should be be used.

Procedure for Broken Needle:

Broken / Used needle record form, helps to identity the problem in production like sewer’s handling, the machine itself, the incompatibility needle to the fabric or needle to machine if there is a consistent return of needles within a couple of hours of production.

Steps to set up a strict needle policy:

  • Each operator is only entitled to the number of needle required to the machine ( i.e. single needle lock stitch need only 1(one) needle or double needle lock stitch machine need 2(two) needle to operate). No needle in process of operator except needle required during the first implementation of this policy.
  • Each line should have a person to issue and collect used / completed whenever broken needle  replacement is required.
  • If during the operation a needle is broken it is a must for the line supervisor and operator to collect all the garments surrounding the machine and have it placed separately.
  • This bundle of garments should be properly checked or scrutinize under magnifying glass or by using a big magnets should pass on each pieces of garments. If broken pieces of needles are found, garments should pass through a metal / needle detector machine to ensure that it is free of needle. If not found then the whole bundle should be properly put inside the metal contaminated  or disposal box for burning.
  • Designated person is now allowed to issue new needle after the above instruction have been carried out satisfactory.
  • All parts of a broken needle or used must be taped onto the report form immediately after exchange has taken place.
  • This policy must be strictly implemented because broken bites of needle found in garments may cause cancellation of order.
  • Broken / Used needle record must be return to acc. store for issuance of needle replacement if not they are not entitled for the issuance of needle replacement.
  • Please check old confirm all parts of broken needle are available.
  • If yes provide new needle keep and pest broken needle with all parts.
  • Keep record and document properly.
  • If any parts of broken needle are not found then.
  • Go for the metal detection for the whole bundle.
  • If found then –
  • Replace needle by taking parts and placing in the broken needle register.
  • Keep record and document properly.
  • If not found then –Tell all concerned the need for their extra
  • Care. Issue the new needle in place available
  • Components of broken needle register.
  • Stop production at that machine. Search the area. If no found with conveyor belt m/c detector. This bundle destroys and photograph should be taken.
  • Idle m/c should be needle free, before keeping m/c in idle, open needle and should be deposited to needle keeper and he/she will issue needle at the time of installing m/c in the line.

Safety for Chain Stitch Sewing Machine:

Please turn of the power switch or disconnected it for any one of the circumstances of the followings –

  • When threading needles, adjusting thread take-ups, thread guides, and replacing bobbins.
  • When replacing needles, presser feet, needle plates, feed dogs, needle guards, horns, coth guides and other parts or accessories
  • Do not use power tools where there is risk to cause any fire or explosion.
  • When repairing the chain stitch sewing machine
  • When the operator leaves the working place or leaves the machine unattended
  • It clutch motors without brake pads are used, must wait until the motor stops completely.
