  • Each and every security personnel have to present in front of their shift in charge 15 (fifteen) minutes before of their scheduled duty hour with proper uniform. Every employee of the company is provided with an identity card. They are requested to oblige by the company policy to display it throughout the time when they are at the facility. Your Identity card and its color show your designation and your area of work and it is convenient for management to identify you at times of emergency and maintain control.   • This shall be achieved by the use of vehicle passes, which shall be approved by the Security Manager or Administration Manager only after receiving full insurance details of the vehicles in question.
  • Breaches of any work site rules and regulations relating to vehicles on the project may result in suspension or confiscation of the pass. The latter shall be issued by the Security Officer, and shall be liable to suspension or confiscation should the driver in question break any work site rules or regulations
  • Only drivers possessing an appropriate national driving qualification and a driving permit shall be allowed to drive on the work site.
  • Employees are not allowed to go out of the factory during working hours or enter the factory hours without proper authorization of the designated supervisor and approval from the personnel department. A gate pass is issued by the designated A.P.M for the employee other than the break time like lunch hour. The employee must provide the gate pass to the personnel department for approval. Only the vehicles/equipment possessing an appropriate vehicle pass shall be allowed to drive into the site.
  • All vehicles entering and exiting the site may be subject to a security search by the guards.
  • Partner/Subcontractor shall ensure that all of their employees understand the requirements for such searches, and shall request their assistance in this respect.
  • Physical Search is discouraged. However, keeping in view the security concerns and to contain pilferage of materials or prevention of bringing in any hazardous or unwanted materials one can be subjected to physical search in case of suspicion. Female employees will be checked by female checkers and similarly male checkers will check the male employee.
  • Visitors are welcomed. Please be kind enough to show your identity at the reception desk and provide the name of the person you want to meet. Please sign in the designated “Visitor’s Log Book” and our security personnel will escort you to the person you want to meet. You will be given a “Visitor’s Identity Card” and you are requested to display it at all time during your stay and return it at the reception desk upon your departure. Inside the premises a visitor needs to be escorted by an official from the factory at all time. Visitors are not allowed to take photographs in the production area unless authorized and accompanied by the Production Manager, Manager Administration, General Manager or any other top management personnel A permanent Security Guard Card will be issued out to the applicant within 24 hours at the security office.
  • Incorrect application will be returned to the employer of the applicant for reprocessing.
  • A temporary security 1.0 card with validity of 30 days will be issued no late than 48 hours from the date, on which the application is receive, provided the applicants have completed AUTO HSE Induction and the application meets the requirements i.e. correct, accurate, and complete in every aspect.
  • Loading and Unloading is done by Transport Company. An identity card or badge or list of names is provided for security reasons and to identify and authorize them to carry out the work. A personal file for Transport Company Authorized People designated for loading and unloading of cargo are kept with the Personnel Department. A background check is performed through the concerned authority. Security Guards, Store In Charge and Export In Charge wherever applicable will ensure and maintain control of the movement of these people inside the premises and make note that they do not go to areas other than authorized for. , which shall identify those persons who have previously been refused access to the work site.
  • Partner/Subcontractor shall maintain a current database of all personnel employed by themselves and their lower tier subcontractors on the project, against pass numbers, and shall submit listings to AUTO Security Officer on a daily basis.
  • A monthly check will be implemented on ongoing temporary pass holders to expedite transfer to permanent Security Guard Card
  • Partner/Subcontractor shall ensure the return of all invalid passes and those pass relating to termination of employment to the Security Officer.
  • All personnel shall wear the issued 1.0 card of any type at all times on the work site and to make it readily available for inspection by security personnel whenever required.
  • The 1.0 cards shall be color coded and number to further differentiate AUTO , the Company and Partner/Subcontractor on the work site.

Conclusion

  • Any employee reporting for work, at work during duty hours, or on call-out duty, who has concentrations of any alcohol as documented by testing are in violation of this policy and are subject to suspension or termination.
  • According to the management decision whole premises of the factory should be kept drug free. In order to ensure all drivers/operators comply with AUTO polity and procedures, AUTO shall adopt a computerized gate system which shall have a gate specifically designated for drivers/operators ingress and egress from the site. Driver/Operator 1.0. Cards will not permit them access at any other gate.
  • All vehicles entering and leaving the site may be subject to search by the security guards at the gate.
  • Random searches of personnel may, as necessary be carried out by the guards at the gate to ensure that nothing leave the site without a duly authorized permit. However, the statutory rights of all individuals are to be respected and in no way infringed.
  • In case any person refuses to submit to a search, his supervisor and the respective Partner/Subcontractor, if applicable, shall be notified and required to attend to the gate, where the person will again be requested to allow for the search. Where such a request is again refused by the individual, the Security Manager/Administration Manager may notify the local police authorities of the situation, requesting their attendance at the site and possible further actions.
  • All Partner/Subcontractor drivers/operators entering the site shall be required to pass through AUTO security check “Porta-Cabin” to be breathalysed daily, prior to entering their designated gate.
  • Delivery truck drivers shall be periodically tested however their vehicle shall be subject to search upon every ingress and egress from the site.

Conclusion

In the interests of safety and security, the number of vehicles permitted entry into the site shall be minimized. This will be achieved by the use of vehicle passes, which shall be approved by AUTO Equipment Inspector only after a full inspection of the vehicle and a valid insurance & registration certificate is produced.   • No one is allowed to take out any goods owned by the factory without proper authorization. Gate Passes signed by the issuer, receiver and authorized person will be required for goods or equipments taken out for repair or processing. The reason must be clearly stated on the gate pass and the security guard after checking will sign and count the goods that are taken out. Samples sent out by the merchandizing department needs to be authorized by the Senior Merchandiser or the Executive Director.
  • Partner/Subcontractor shall request the Security Officer to issue a vehicle permit for the vehicles/equipment using the Vehicle/Equipment Permit Application.
  • The Security Office shall make access to electronic date base to find out that the vehicles/equipment applied for the permit both for permanent and temporary permit have successfully completed AUTO  inspection mentioned above and approved by AUTO  equipment inspector.
  • A Permanent vehicle/equipment permit will be granted within 24 hours after integrate of the application is confirmed.
  • A temporary permit with validity of 7 days will be issued immediately on completion of AUTO  equipment inspector and accepted its operations.
  • AUTO  Security Officer shall maintain details of all permit holders in electronic database, which shall identify those vehicles/equipment that have previously been refused access to the work site.
  • Partner/Subcontractor shall maintain a current database of all vehicles/equipment employed by themselves and their lower tier subcontractors on the project, against permit numbers, and shall submit listings to AUTO  Security Officer on a daily basis.
  • Unauthorized person will not be allowed in the premises. If any visitor or employee is not wearing identity tags or badge issued by the company should be challenged and asked to provide proper identification. Anyone who is acting suspicious or who may require questioning or anyone encountered outside of normal working hours, should be investigated. Manager Administration should be immediately informed of such person and incident. Law enforcing authorities can also be contacted if needed.
  • All camp accommodation shall be contained by perimeter fencing and patrolled by security guards.
  • As with the work site, access and egress shall be strictly controlled and monitored. Security lighting shall be installed where necessary.
  • The Security Officer shall conduct a security awareness programme for the camp which shall include a number of talks, publicity etc.
  • All AUTO  and Partner/Subcontractor vehicles must have a unique colored square plus unique numbers on a venicle/equiprnent face a higher elevation at front and rear for easy identification
  • Vehicle/Equipment permit must be prominently displayed inside the windscreen at all times.
  • The location of facilities and coverage will be revised throughout the project by the Security Officer in accordance with project requirements, and following an assessment by him of loss potential.
  • Key issues to be considered include;
  • Perimeter fencing around the construction site and camp.
  • Physical restraints between construction, commissioning and operational controlled areas
  • Location of guardhouses proximate to key installations, such as substations, warehousing facilities, marshalling yards etc.
  • Optimum location of accesses/egresses.
  • Schedule of material and equipment delivery.

JOURNEY MANAGEMENT 

SMI shall implement a journey management system ostensibly to be applied for four wheel drive. Off-road excursions, or where journeys are undertaken in isolated environment or well known high risk areas. The active planning and management of such journey shall include a documented risk assessment. Performed to identify hazards, mitigation and control of those hazards and an emergency response plan. There will be no exceptions to this rule. As part of the journey management a responsible person shall be designated to monitor the safe progress of any such journey, and he must be advised of the Expected Time of Arrival (ETA) and Expected Time of Departure (ETD) of the schedule related to journey.

   For routine journeys and journeys of non-hazardous of non-perilous nature, the contractor shall implement a travel schedule which will be planned to reduce driver fatigue and that daily limitation on driving time and distance can be complied with. For journeys exceeding four hours, positive rest periods shall be defined prior to departure and shall be strictly adhered to.

   In the event that any vehicle whether in a journey as described above or any routine journey that is more than one hour past its ETA without any communication given or cannot be contacted by using all means of communication devices such as radio or mobile phone an alert will be raised and the emergency response plan will be implemented.

With the exception of emergency situations, right driving is strictly prohibited.

VEHICLE TRAFFIC MANAGEMENT

  • SMI will make a proper planning to make sure that the flow of traffic within the construction
  • area and the nearby communities is properly controlled. Dispatching of vehicle will be
  • controlled to minimize the hazards associated with the transportation including road

WIDE LOAD TRANSPORTATION MANAGEMENT

     Any movements of wide loads (which extend beyond the body of the transport vehicles and  encroach into the oncoming traffic lane or shoulder of the road) are required to have authorization from HSE Manager and  the Local authorities (if will be passing into public road) prior  to commencing.

     The in-charge section shall make a written request to be submitted with a minimum of 48 hours notice. This written request must include the following;

  • In the event of a quarrel or other troubles, the guards shall immediately intervene to pacify the matter. An immediate report shall be made to the Security Officer for necessary actions. The Security Officer shall investigate the reasons of quarrel or trouble and report to the Contractor Administration Manager.

Conclusion

  • They shall receive intensive coverage from the security team, and their layout shall reflect the need to minimize the positioning of materials close to perimeter fencing.
  • During night time, well trained security dogs may be used.
  • The gates of storage area shall be kept locked up during night time and frequent security patrol shall be taken place.
  • Whilst AUTO  shall endeavor to protect Partner/Subcontractor from theft or damage to their property, the latter shall have ultimate responsibility for the security of such property.
  • Ensure cleanliness of general and open area of the premises.
  • Ensure and assist management in maintaining discipline, safety and security of all man, material and information in the premises.
  • Therefore, Partner/Subcontractor shall;
  • Utilize a system of identification on all of their tools, equipment and plant provides secure containers for the above.
  • Maintain an inventory of all such tools and equipment.
  • In support of this, AUTO  security personnel shall not allow any materials, tools or equipment to be taken from the work site, unless accompanied by a material pass authorized by the relevant Subcontractor supervisor.
  • Any removal of permanent materials from site shall be coordinated with AUTO  Material Manager.
  • Ensure that breathalysing is daily implemented by the security guards with the help of the security guards of Partner/Subcontractor and Subcontractors are fully conversant with this security plan and any additional derivative documentation.
  • Establish and maintain close contact and coordination with the Company, Partner/Subcontractor and other relative legislative authorities in regard to security matters.
  • Report without delay any security irregularities, or breaches, or incident to the Security Manager/Administration Manager and advise any necessary measures to be taken to prevent the recurrence of such events etc.
  • Investigate any breaches of security and provide a written report to Security Manager/ Administration Manager within 24 hours.
  • Ensure that all security guards are competent, and provide additional training as necessary.
  • Be responsible for maintaining keys and locks to all buildings, ingress and egresses.
  • The prevention and elimination of losses is the responsibility of all persons either employed or visiting the project, and can only be achieved by the active participation and involvement of everyone concerned.
  • AUTO  shall provide education, communication and commendation to facilitate this participation, this includes that all employees are required to familiarize themselves with the provisions of this Plan.
  • Failure to comply with its requirements may result in disciplinary action including immediate diAuto ssal from the project.
  • AUTO  acknowledges that the optimum approach to the protection of its and the Company’s assets may change over time and to this end, shall enhance and update its operations on an ongoing basis.
  • Integral to this enhancement are the ideas and inputs of its employees who shall be encouraged to actively contribute to the improvement of the security of the project and the environment in which it operates.
