Chemical Procurement:

Chemical Storage:

They take good care to avoid accident, leakage/accidental spillage. Chemical Sorting & Storing: A model textile use Chemical Store just for storing chemicals/dyes. Workers collect chemicals/dyes from Chemical Distribution Center. Chemical Distribution: Chemicals/dyes are distributed from Distribution Center. In the distribution center, individual chemicals are kept in individual compartment for better distribution and application as well as accident prevention. Each compartment has its own Chemical label with associated hazard symbol. These compartments are fine engineered and connected to ETP (Effluent Treatment Plant) through internal drainage system to avoid spillage & control emergency situations. Workers use chemical pot, bucket to fetch chemical from distribution center. They also use trolley for carrying dye/chemicals. Store keepers look after the distribution center and supervise other people working under them.
Emergency Preparedness: A model textile have adequate precautions & preparedness to face any hostile situation or any kind of hazard like fire incident, spillage etc. A model textile have arrangements like imparting inside-fire fighting training & fir drill programs among the workers and setting up fire figting equipments like fire eextinguishers, fire alarm system (both-manual & eelectric), hose reel around the whole factory and also in the chemical store & distribution center and to handle with any fire hazard situation. Personal Protective Equipment (PPE): It is mandatory for all user groups to use suitable PPE when they work with chemicals anywhere. All are provided with adequate Personal Protective Equipment. Empty Drum/container Management: Empty drums/containers are cleaned & washed thoroughly. They are kept in certain place refrained from direct sunlight/rain water. Afterwards theses empty drums are returned to drum purchasers/suppliers. At first, pull off the chemical label and then clean the drum/container properly. Then they are stored under a cover shed as per instructions of local authority.
Proper Application of Chemicals/dyes:
Dyeing floor workers or the dyeing/ finishing machine operators use chemicals and they come in to the direct contact of chemicals. They collect chemicals as per dyeing requisition & use them in the machines. That’s why it is mandatory for them to apply PPE whenever they collect chemicals from distribution center and during chemical operation in the work place.
Awareness training regarding safe chemical handling, PPE, Safety precautionary, Abstracted MSDS is provided among these workers once a month to increase their knowledge level so that they can work with chemicals safely. After the training session, their feedbacks are received & further communicated through proper channel so that safe chemical management can be easier. Eating/smoking in the work place is strictly forbidden for any one. This rule is for their own goodness. Chemical Waste Management:
Textile Engineering is a lengthy & complex process which requires differnet dyes & chemicals as well as huge amount of water. There is no alternative of water in textile processing and it is very vital. As a result, huge amount of waste water is generated after the application of different dye/chemicals. This waste water generation cannot be avoided. So, a model textile have established a well-engineered ETP (Effluent Treatment Plant) which is running 24 hours to treat the chemical effluent. Records of incoming waste water into the ETP and outgoing treated water from ETP are kept from both side meter reading for further purpose. Lot of sludge is produced during the waste water treatment. Proper Recording & Metering: Chemical & water consumption are the basic parameters for evaluating chemical management system efficiency .Chemical & water consumption are properly recorded. Process Re-engineering: Fabric processing is a continuous cycle, which involves a lot of chemicals & dyes. A slight change in the fabric recipe can save a lot of chemical/dyes & water consumption. The production team optimizes the dosage of chemical/auxiliaries by trial and error method. For example, a model textile use a detergent 1gm/liter. Then it is deducted by 10% (.1gm) and some trial batches (by .9gm/liter) are executed. The reports of the batches are reviewed and process designed is redefined. Dosage Optimization of every chemical/dye is done by this way without deteriorating the quality. Existing process design is re-evaluated if any single process step can be skipped to form new process design. Suppose, there is a five minute overflow rinsing in a certain process step; production team reengineer the process step whether it could be possible to eliminate the rinsing by a single filled wash drain cycle and viable for the organization. Same importance is given to both energy consumption and natural resources. Senior Manager continuously generates concepts and monitors the overall dyeing process. Forming new process design cannot be done in a day or month. Continuous efforts are required for this.
Spread of Awareness: Awareness building up can save a lot resources like dyes/chemicals, water, energy etc. Imparting training program helps root level workers to be more conscious about chemical/dyes use and safe chemical handling. Ideas are gathered and shared among workers during training session. Little awareness can help us to avoid serious accidents and loss. Function of Chemical Inventory Management System
Functions of Chemical Stores management system software and for which Departmental Heads is accountable are broadly as under:
To receive and issue stock and to maintain records of stock receiving, issuing and balancing in both quantity and value,
To keep stock in proper condition,
To carry out periodical physical verification of stores and reconcile with the book balances,

Raising of Purchase Requisition (PR) for procuring items for Chemical Store/ Re-order level
Based on the closing balance of the store items and their volume of usage, Chemical Store will go for raising requisition. The following procedures are followed in this connection.
Information about current stock shall also be informed through a report, the requirement of items is raised by the Manager through e-mail, to the sellers asking for price quotation.
Commercial Department negotiates the price and selects the supplier and e-mail these to Chemical Store for raising Purchase Requisition (PR).In case of Import, PD forwards the quotation raised by foreign suppliers to the Chemical Store.
PR is signed by requesting person, Manager and is forwarded to BOD for approval.
Then Chemical Store forwards PR to Purchasing Department (PD) along with the e-mailed copy regarding fixation of price and selection of supplier by PD.
The Commercial department also inform the Auto C&F agent about the estimated date of arrival. The C&F agent release the items from the port & sends the same to factory gate
Keeping of Lead Time Consumption
In case of import, lead time consumption shall be maintained. For that a standard lead time for several items should be pre-set based on the consumption pattern etc.
A re-order level is also determined based on the prior experience for the respective items.
Procedure for receiving stores
Upon arrival at the factory gate, Security Guard counts the goods and after necessary documentation passes the goods to the Chemical Store.
Chemical Store re-counts goods and quality is also checked. Chemical Store matches the attributes of the goods with the same mentioned in Delivery Challan, Bill, Invoice and PO. Delivery Challan is also sealed as Received.
In case of Local Purchase, a copy of Delivery Challan is signed and sealed by representative of Chemical Store and sent back to the supplier as a token of acknowledgement.
Original copies of these documents are forwarded to Finance Dept. and one photocopied copy is kept at the Chemical Store.
Chemical Store may be informed prior to arrival of the items.
Sometimes, Chemical Store has to collect very insignificant amount of stores by itself on emergency basis as loan from the suppliers.
Inspection Procedure
Items procured for are inspected on test basis while receiving at the Chemical Stores. MRR is done in the in-house laboratory.
If testing result is satisfactory, then Delivery Challan will be sent to Finance Dept. and should be sealed as Inspected.
During the inspection, if any items are found not in accordance with the Delivery Challan, in terms of quantity or quality, then these items will not be received unless the dispute is settled or decision in this regard is obtained from higher authority (Departmental Heads)
A photocopy of these documents is maintained in the Chemical Store.
Issuing Procedure
Dying department prepares a recipe sheet which is actually the requisition sheet to the chemical inventory management system.
Information like Style NO., Operator‘s name, Machine no., Shift, standard time and quantity of unwashed garments should be mentioned on the recipe slip.
The requisition slip is signed by the Operator and Supervisor of the Floor.
Based on that slip total requisitioned quantity of chemicals is issued several times.
If the total requisitioned quantities of chemicals are issued entirely, then the slip is signed by the SManager Plant and marked as OK. Requisition should be signed by Manager production before commencing delivery against such requisition.
At the end of the day, all the requisitions under which all the chemicals are issued, will be entered into a excel sheet to track the issue of chemicals.
Stock Keeping system for chemical stores
Chemical Items are kept in drums and packets as considered necessary for the items to reduce the risk of evaporation and others.
Racks of store department are set up in a way that enables easy movement of stock.
Separate number for each rack and shelf is mentioned physically on the rack.
Items procured for different styles are kept in a separate place.
Normal Loss-recommended procedure
There may be some chemical stores items which are subject to normal loss due to evaporation, handling etc. A standard shall be set up to determine the percentage of normal loss.
Efficiency of usage of various chemical stores should be checked on regular basis compared to standard percentage to determine any abnormal loss.
At times, the standard should be reviewed to bring any change in the standard, if require
Inventory Auto report
At the end of the day, a report containing details of all issue during the day, is printed out from the computer.
And all the recipe sheets against which stores were issued during the day is attached with the report. The report is signed by preparer and approved by Manager and is kept serially.
Daily Chemical Consumption Report
Daily consumption of various chemical is prepared in excel sheet and be printed out at the end of the day.
The report is cross checked with reference to all the requisition slips against which chemical items were issued during the day.
The report is signed by preparer, checked by anyone other than preparer and finally by Manager.
The report is kept in a file serially attaching all the requisition slips for the respective day.
Safety Measure
For safety, sufficient fire extinguisher and others are in place.
CC TV Camera is well located to monitor the activities of Chemical Store.
Physical Verification of Stores
To ensure accuracy of quantitative book balances, physical verification of stores is essential. Physical verification of stores saves auto from incurring losses arising from theft, pilferage, obsolescence, misappropriation etc.
Periodical chemical inventory management system:
All stocks at the Stores Department are checked physically at least once a year, preferably at the end of the year. The Audit Officer who will be overall in charge of stock taking may decide to check the stock at any time during the year, if he considers it convenient and more appropriate. Before commencement, the Audit Officer should prepare a program of stock taking, allocate exact duties to his staff members in this respect, send a circular notifying them that stock records are made up to date and that during the stock taking no stores shall be issued.
Before commencing the physical verification of stores, the following preliminary work is essential:
Chemical inventory management system Sheet should be prepared at every store in order of rack and location mentioning the name, classification, code number, etc.
All stores must ensure that stocks are so arranged that they can be checked in the shortest possible time.
Both Stores and Stores Accounting Section should ensure that stock records are up to date.
Program should be prepared by the Audit Department for stock taking, allocating the exact duties to the staff members. Specific person should also be deputed from the Stores for identification of items.
To ensure smooth and efficient stock taking certain measures are suggested below:
Each page of chemical inventory management system Sheet must be signed by the checking persons as well as the members of store staff assisting in checking.
Overwriting or erasing should be avoided and, if any, must be initiated.
Checking should be well coordinated and done systematically so that responsibility for each item can be placed on individual stock taker when necessary.
While checking, if any item is detected which does not appear on the list, then its name, quantity, condition etc. must be noted.
An effective marking of items physically checked should be arranged to avoid:

Omission of items
During checking, if any item looks obsolete or deteriorated, a note to that effect shall be made.
The Inventory Sheet should be checked against the Stores Ledger and Bin Card and discrepancies looked into. As soon as, it is convenient, the completed chemical inventory management system Sheets must be handed over to the stock taking authority.
Non-routine Physical Verification
Without year end Physical Verification of Stock, there is no obligation of the Chemical Stores to take physical verification at times.
But still Chemical Store may wilfully carry on physical verification of general items on weekly basis. For the verification, they can select ten valuable items at random. Other than that, sometimes a team lead by Manager- Main Store goes for surprise physical verification of Chemical Store. And the result of which is documented and forwarded to Head of Sourcing.
Reporting of Obsolete Items
If any store items which is identified at the store during physical verification or any time as obsolete should be reported to the Manager to take decision about such items. As this has a financial impact, there should be a pre-set clear and complete reporting procedure of chemical inventory management system.

Smoking and use of any fire items is strictly prohibited hear the storage area of the chemical.
Fire extinguisher must be kept near to the storage place of chemical.
Protective hand gloves, goggles, apron musk must be used before handling of chemical.
During handling of chemical, it should be observed carefully that chemical does not come out to the floor.
After handling liquid chemical, the floor and the top of the container should be cleaned immediately with dry sponge or fabric to remove the chemical and it should be closed appropriately and also in dry chemical.
The chemical empty container or carton should not be cut for pouring the residuals or any other reason.
The empty container or carton bags should not be used in the factory for any other purpose and not be given to worker.
Handling of chemical is strictly prohibited other than the trained assigned persons.
The chemical safety management of the factory must be made aware about the chemicals and its perilous consequences.

Empty drums are cleaned & washed thoroughly. They are kept in certain place refrained from direct sunlight/rain water. Afterwards theses empty drums are returned to drum purchasers/suppliers. At first, we pull off the chemical label and then clean the drum/container properly. Then they are stored under a cover shed as per instructions of our local authority.
Worers or machine operators collect chemicals as per dyeing requisition. Awareness training regarding safe chemical handling, PPE, Safety precautionary, Abstracted MSDS is provided among these workers to increase their knowledge level so that they can work with chemicals safely. It is mandatory for them to apply PPE whenever they collect chemicals from distribution center and during chemical operation in the work place. Eating/smoking in the work place is strictly forbidden for any one. This rule is for their own goodness. Since drinking water is provided from the factory, they cannot leave any empty water bottle, chemical/dyes pot, container/bucket without exact label. It helps them to avoid accidents/malfunctions.Moreover, our work place is monitored time to time by compliance manager, compliance officers to check whether the workers are complying with our factory rules & regulations.
As a part of a modern knit composite factory we are responsible for coloration of fabric. So dyestuff is used frequently here. We never use any banded dyestuff here which may cause health hazards for our manpower or our valuable consumer of our finished products. Classification of Chemical:
Chemical is classified in two types. One is Hazardous & another is Non hazardous.
Hazardous Chemical: Hazardous chemical is such kinds of chemical which contains more poisonous elements such as Acid, Caustic soda, Hydrogen per oxide etc. We have to know about the risk to Use, Transportation & Storage such kinds of chemical & have to use PPE.
Non Hazardous Chemical: Non Hazardous chemical is such kinds of chemical which contains less poisonous elements such as Solt, uria etc. These chemicals are less dangerous for environment & human beings. We have to know about the risk to Use, Transportation & Storage such kinds of chemical & have to use PPE .
Material Safety Data Sheet (MSDS): Material Safety Data Sheet (MSDS) is such a document which gives us important health & Safety data regarding the use of chemical. We found 15/16 important data in a Material Safety Data Sheet such as Name of Chemical, Harmful things, Danger Sign, Name of company, First Aid procedure, Fire safety Procedure, Storage procedure & Name of PPE etc. We have to read the safety information & command more attentively before Use, Transportation & Storage chemical & have to maintain.
Identify & Labeling: We have to preserve level in all permanent & temporary chemical jars which contain name of chemical, Danger sign & address of producer. What ever, we can avoid risk if we read the safety information & command more attentively before Use, Transportation & Storage the chemical .
Use of Chemicals: We have to read the safety information & command more attentively before Use, Transportation & Storage safe chemical handling procedure. We know that some safe chemical handling procedure are more poisonous elements which are harmful for environment &also harmful for eyes & skin of human being. So we can avoid risk by using danger sign or safety sign such as: Flammable, Explosive, Oxidizing, Corrosive, Harmful, Toxic, Environmental hazard etc.
Use of PPE: Personal Protective Equipment is such kind of dress or equipment which will reduce accidental or sickness risk of a people. We have to use PPE according to the working condition such as: Use Cotton Mask to safe from dust, Use Goggles to safe eyes, Use helmet to safe head, Use Ear Plug/Ear Muffs to safe Ear. On the other hand use Respiratory mask, Apron, Hand Gloves & Gum boot before Use, Transportation & Storage the chemical. We already provided a huge amount of PPE in all sections & if found shortage of PPE, it is needed to inform the responsible Supervisor of each section or need to inform Compliance Division.
Storage: We have to Use, Transportation & Store the chemical by ensuring environmental risk & Health & safety issues of workers. It is needed to maintain safe chemical handling procedure information (MSDS) in the storage area. Also need to segregates the hazardous & non hazardous Chemicals & We have to preserve level in each chemical jars that contain name of chemical, danger sign & address of producer. Without level we don’t store any container or drum.
Conclusion:
We have to know & maintain safe chemical handling procedure and policy to use chemical which is harmful for environment, eyes, skin, & heart. After finish the task, we have to remove the pollute dress quickly & need to wash hand & mouth properly.
It is the motto of chemical purchase Policy of Auto Textiles/ Washing Ltd. to procure dyes & chemicals in environmentally & eceonomically sustainable way. All possible impacts should be assessed before confirming any dyes/chemical procurement. Environmental health & safety of direct user group should be the first priority of this policy. Chemical Purchase Procedure:
Chemical Purchase Initiation & Requisition:
After checking the present inventory & assessing the need of chemical/dyes, the concerned person/department will place requisition to Chemical Purchase system for desired chemical/dyes item. Actually this person/department primarily takes step to initiate the procurement procedure. This should be one of the prime concerns of Director Procurement & Sr. Manager (Production) to check the issues for keeping the inventory up to date & well functional. In some cases, Store Department can communicate with Director Procurement & Sr. Manager (Production) and asks for placing requisition. Before purchase chemical we need to flow safe chemical handling procedure and policy.
Chemical Procurement Criteria:
There must be a Chemical Procurement Body which will consider certain issues for procuring any dyes/chemical such as:
Recognized Suppliers: All the dyes/ chemicals should be procured from recognized world class manufacturers/suppliers. There should not be any compromise regarding the quality of dyes/chemicals if they are collected/procured from local suppliers.
Chemical Entity: The chemical must be recognized/legal entity i.e. the chemical/dyes item must not contain any substances which is banned by government & ECHA. The dyes/chemical industrial chemical suppliers must be able to provide all supporting documents such as Technical Data Sheet (TDS), Material Safety Data Sheet (MSDS), dyes/chemical label & others if applicable.
Impact Assessment: The possible impacts on direct user group & environment have to be assessed through back ground investigation & search in MSDS. Director Procurement or someone on behalf of him will try to figure out the possible impacts of target items of dyes/chemicals. Environmental responsible person can help in this issue as well.
Environmental Concern: Environmental well-being should always be the first priority during dyes/chemical selection & chemical purchase. Dyes/chemical with less environmental impacts should be prioritized.
Alternative Chemical Assessment: The Chemical procurement concerns must always look for newer innovations in chemical application so that the best available technologies can be adopted. After brining all the above mentioned issues into account, dyes/chemicals procurement/purchase should be approved.
Dyes/Chemical Supplier Selection:
Dyes/chemical can be procured from international suppliers as well as local supplier abiding national rules & regulations. Best available suppliers such as Dystar, Huntsman & CHT should be selected for quality dyes/chemicals.

LAB Test of Sample dyes/chemicals:
Known dyes/chemicals from renowned industrial chemical suppliers are directly procured from supplier/manufacturers. On the other contrary, sample of new dyes/chemical must pass the in-house LAB test for new product development or to be nominated for final purchase. If the sample dyes/chemical cannot pass the LAB test equipment, it should be omitted from supplier/manufacturer list. The following in-house LAB test criteria is carried out before final selection:
Good color fastness to: – Washing – Water – Light – Perspiration – Rubbing or crocking
Reproducibility in Dyeing: – Shade – Levelness – Least Metamerism
Sensitivities in Finishing: – Shade change during drying – Thermo Migration – Application of chemicals
In-house Laboratory will forward the test result to Director Procurement & Sr. Manager (Production). If the items pass the LAB test, they are selected for next procurement procedure. Nonconforming dyes/chemicals items should be omitted & chemical procurement concerns like Director Procurement & Sr. Manager (Production) will be looking forward for newer/better items.
Purchase Approval & Merchandising:
Collection of PI (Proforma Invoice): After considering the necessity & possible impacts of the dyes/chemicals, factory in charge & Sr. Manager (Production) will collect PIs from relevant suppliers & forward them to factory Managing Director (MD) for approval.
Approval for Purchase: If the Managing Director (MD) finds them worth buying, he will approve & forward the PIs to Commercial Department to proceed on.
Opening L/C: After receiving the approval for final chemical purchase, concerned Commercial Department will open L/C in favor of respective supplier.
Receiving Merchandise: In due time, concerned Store Department will receive the expected merchandises as per terms & conditioned mentioned in the L/C.
Local Purchase: In case of local purchase, after receiving the final approval from Managing Director (MD), the concerned Store Department will directly negotiate with local industrial chemical suppliers for merchandising.
Return of nonconformity items:
The dyes/chemicals which show nonconformities or cannot meet standard must be returned to concerned supplier as per terms & conditions. There should be clear negotiations about empty container management. It has to be ensured whether the industrial chemical suppliers take back the empty dyes/chemical containers or not.
Overall Communication & Implementation:
In case of dyes/ chemical purchase, technical expert like the factory in charge/ Director Procurement & Sr. Manager (Production) will responsible for overall communication (internal & external) & implementation. They will directly negotiate with dyes/chemical supplier/manufacturer & can decide the best option for the industry. In this regard, they can take steps to change/modify any formal procedure. If they face any drawbacks, they can call for meetings & council among themselves to break down the difficulties and take necessary correctional actions to step forward.
For stenter padder tray, it needs minimum 80 liter liquor to dipping the fabric. For wet on dry application consider 90% pick up. So total liquor will be, 90% of fabric weight plus minimum padder tray liquor. Then calculate dosing of chemical.
For example
100 kg fabric needs 90 LTR liquor plus minimum padder tray liquor= 80 LTR,
So total liquor required= (90+80) LTR= 170 LTR
If the chemical dosage is 25 g/l, then total chemical will be 170*25/1000= 4.25 kg.
